Project Description: The Kankakee Iroquois Regional Planning Commission is seeking qualified firms to conduct a Corridor Study of the segment of US 24/US 231 west of the I-65 intersection in the Town of Remington to address safety concerns and traffic delays. The study should analyze traffic operations along the corridor with consideration of improvement alternatives. The traffic analysis should include 12-hour turning movement counts at the seven drive approaches along US 24/US 231 and a traffic capacity analysis of AM and PM peak hour existing operations. The study will need to be coordinated with the Indiana Department of Transportation
This project utilizes federal funding from State Planning and Research Program administered through the Indiana Small Urban and Rural Planning Program. The grant program is subject to federal requirements as described in the Project Grant Agreement.

Requirements for Proposals
- Provide the firm name, address of the responsible office from which the work will be performed, and the name and email address of the contact person authorized to negotiate for the associated work.
- List firm’s qualifications and experience in developing corridor studies or similar planning efforts.
- List the Project manager and other key staff members who will be working on this project, if selected. Include staff qualification and key experience related to this project and a breakdown of the estimated percentage of work each staff member will perform.
- Provide unique ways your firm will approach this project.
- Proposed schedule on when components of the action plan will be completed.
- Proposals shall be limited to ten (10) pages.
Submission: Proposals shall be submitted electronically (pdf) to Edwin Buswell at email address elb@kirpc.in.gov . Proposals must be received no later than the “Proposals Due Date and Time” listed above. Responses received after this deadline will not be considered.
Project Fee: If selected, the firm will be paid through cost reimbursement with an agreed upon maximum cost.
Project Schedule: If selected, the proposed completion date for the Plan will be no later than November 15, 2026
Selection Procedures: Consultants will be selected for work based on the evaluation of the proposal. The Consultant Selection Rating Form used to evaluate and score is included for your reference. Final selection ranking will be determined by the weighted score totals with the highest score being the top-ranked firm.
Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion
- The Consultant certifies, by submission of the proposal, that neither it nor its principals are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participating in covered transactions by a federal department or agency.
- Where the Consultant is unable to certify to any of the statement in this certification, such prospective participant shall attach an explanation to this proposal
- Selected firm will need to register with SAM.gov as a contractor.
